I feel like I cheated on this one. I used a picture of earth and added my lighting effects and the starfield to it.

From what i can see. You're definitely using Gimp 2.0, am I right?
You used the following methods..
"Light and shadows" = Nova preset...
"Artistic" = cartoon-ify settings...
"Static"...

Its more geared towards realistic scenes though, but it should be easy to take more artistic approach.
Complements on finding those filters, on certain images its a bit to obvious.
But thats just minor critics :p

Art doesn't have to make sense, which is why I don't do it.
Here's a planet I just made using my new-and-improved CS4. (Sorry about the weird half-blurred low-rez planet. I challenged myself to make EVERYTHING using a single tool.)

I wish I could get it. At this point its too expensive though. I'm happy with GIMP for the time being though.
you could get a free trial. 30 days.

I'm actually using the free trial version of CS2 for my mods.
Yeah, I suggest you get the Trial. And I think if you reset your clock date on your computer you can still use it. (I think, 'cause I only did that once, and for a really old program.)

Did you use the Render - Clouds thingimagigger? For the Base Tex? (That's what I used for the planet. And stars. And Nebula-what-ca-ma-callit in the background of mine.)
Yes, I used the Difference Clouds Render.
