When I try to start my server the JK Outcast MP Console comes up, gets to...

Writing jk2mpconfig.cfg.
Hitch warning: 3257714 msec frame time
Resolving masterjk2.ravensoft.com
masterjk2.ravensoft.com resolved to 204.97.248.90:28060
Sending heartbeat to masterjk2.ravensoft.com

...and stops :( .

I don't what's wrong. Please help.

Looks ok to me. When it's finished, type status and see what it says. It should either show what map is currently running or say "server not running". If it says "server not running" then your config isn't starting a map. If it does show the map, then everything should be just fine.

I did it! For some reason I was using the wrong IP address. That's why it wasn't working.
