Only staff members can redirect threads, etc to different boards.
By mods, do you mean modifications or Moderators?
If you mean modifications, then you can create as many as you like, as long as they don't violate the forum rules.
If you mean Moderators:
The staff choose who to grant the status of moderator when they need more staff. I suggest you don't go asking them to be made a moderator - they won't.
