Thanks it was the advisors, but i don't see anything that explains what they did. I remember hearing one time that during the clone wars one of them helped palpatine grow stronger in the force. That may not be true, but i'd like to know exactly whatthey did. thanks

They were supposed to be his bureacrats. This is explained in the ROTJ novelization (though they might have revised it in "official" continuity I don't know).
