Could anyone make obi wans armor from the clone wars cartoons. It is basically clone armor with brown trim and a cape.

To answer your question it isn't possible, as we cannot make new body models or even heads yet, the best that can be done is small edits to some models here and there... hence why we have tons of reskins.
I think General Kenobi formerly Darth Melignous also made a General Kenobi Clone wars armor as well.
You could always try just using the other Jedi robe model...
