I'm in the room in level four; I have moved the block which started the water wheel. Now, I am having trouble getting back up to the top. I've have tried everything I can think of and am out of ideas. Any help would be greatly appreciated. I searched this forum and did not find anyone with a similar problem.

If you're where I think you are, first face the water wheel you just started - doesn't matter from where you do this. Then turn complete around facing the opposite direction. You'll see a "wall" of various steps in cube-like structures. Use the ones on the left side and start working your way up. Some you can jump up and grab, others you have to jump, grab, get on and turn facing outward to grab the next higher level. At some point, you'll have to do a run and jump onto the platform that's now moving, as well as a second one to get back to the entrance.
