We have the bulb and have turned the statue two different occassions. It won't turn any further. Can shimmy, but can't get into the window where the "planter"? is? We know it needs water and sunlight...but what's next??
Look through the window with the planter. Draw your gun and shoot out the window. Now go around through the other door that you can open, and climb out THAT window. Now shimmy over to the right, and climb up into the room with the planter.
