Resize it using a picture editing program such as Photoshop and Paint Shop Pro.

If you resize it with HTML or UBB code it will just as long to download as the original picture, which is unacceptable.

Or you could using powerpoint or something else and then upload it off your hard drive, instead of posting it on the web.

You've never heard of PowerPoint? Do you have Windows? Becasue it comes with that. Anyways, it is for making slide shows, but you can shrink pictures to scale with it, instead of having to crop them like in some other programs. Once you shrink it you can copy it to a picture editor to save it, then you can upload it. It's very handy.
