Are the command points supposed to quickly drain away as soon as you get them.I can see the point to this happening, but it could also be a bug.

You may have a penalty that costs you those points

for each mission, they have a certian number of command points they think is enough to complete the mission. if your maintance counter is green you dont have a drain
if its yellow it lowers slowly if its orange it drains more and if its red its dropping a bunch page 30 in manual
