I Have The Cpu Version Of The Game And All The Walkthroughs Say Talk To Watto But Here Keeps Flying Around And He Won't Stop To Talk To Me. All He Says Is What Do You Want or Get Out Of My Way I'll Be With You In A Minute. What Do I Do.
just wait for him near his desk, and when he comes flying around you, hit the talk button (I think it's space bar on the PC). He doesn't automatically talk to you, as far as I know.
