What does sticky mean?

Actually, the title states exactly what I want to know.

One reason I am curious, is that some people have posted questions which have already been answered in "Raven / LEC Announcements" section or in other threads. Is there a way to direct these people to the sticky threads, like by posting a link or something?

A sticky is a thread that stays at the top of the forum regardless of newer posts.

You can link to one by:
A: visiting the sticky
B: copying the url from your address bar
C: pasting the url into a reply
