You don't seem to understand ChanServ's fickle nature. The ban list is erased as soon as everyone is out of the channel. If his nickname was registered, I could a-kick him (automatic ban upon entrance to the channel). I'm not sure if it is though; I'll check next time I'm on. Otherwise we'd have to get a bot to stay in the channel to keep the bans list intact; but before that, we'd have to find someone who knew how to make a bot.
