Is there a way to pump all of your transfer rates into downloads...I transfer 256k a sec, but only download 18k a sec, can I enhance this.

No, upstream and downstream are separate. Some upstream is needed when downloading, but you're being held back by the downstream here. 18k seems low, so you're probably being limited by something from the server you're downloading from. 256k is nice and high, so I assuming you're transfer to a fast server, most likely local?

Cable speeds are pretty sparatic. Get VisualRoute or a similar program from download.com and try and find some computer relativly close to you. Cable's usually dependant on how many hops it takes to get to your destination. Also, just because someone is using the same cable provider as you and lives in the same city, doesn't mean its faster to download from them then someone 5 states away. I had that problem numerous times ;)

I have cable, and with Download Accelerator Plus, I usually go about 300k/sec - 450 k/sec

But there are various factors which might explain your case, like the proximity of your ISP to your computer.

Oh well. Such is life. I still get 5k/sec downloads and rarely lag out in mulitplayer games, so as far as I'm concerned it's ok.
