What is the difference between the Un-Restored Content mod and the Restored content mod? Because it looks like they are two different mods developed by two different people. If that is the case, which is better for someone running windows 7?

RCM is all the content restored. Including URCM.

RCM(Stoney, zbyl2, Hassat Hunter, varsity puppet...) is definitely better. It is an upgraded version of URCM(only zbyl2). Check the dates too ;)
