Unfortunately, Talia's is a full body model. This means that the head is in one single model with the body. While it is possible to hide the head from the model and use that model as a clothing or armor, its impossible to do it with the head of a full body.

For example, I wouldn't be able to take away Atris' robes, and just use her head (although there is already a head in game that has some resemblance of Atris.)

Sorry, but the closest thing you'll get to a Talia head is skinning a new head that looks like hers.

I suppose you could create a brand new model and make it resemble Talia's head... then you'd have to skin it and everything... but that just seems like more trouble than it is worth haha

Well, if interest and curiosity is genuine then there is little that can hold back the will of a truly determined person--modders are no exception. ;)
