Unfortunately, putting a new feat into TSL is impossible, as it is hardcoded into the game.
You could make an item such as a stimulant, adjust the properties, and call it a feat. I'm pretty sure that is how the Meditation Feat for TSL was constructed.
But that isn't a 'feat' it is a stimulant... feats are hard-coded and can't be made to actually do anything on their own.
