The first one is better in most ways, so yes. Also, without the first one, the plot won't make all that much sense. It'll make some sense, but it's like watching Empire Strikes Back having never watched A New Hope.

To some degree, yes. You can stand still and look in first-person view. Other than that, your in the Gears-of-War-esque view.
I've never played Gears of War so I wouldn't know
It's a fabulous game, lots of fun, plenty of witty dialog. HK-47 and Jolee's comments are worth the price of the game alone.
