graphics program for making Custom portraits
Nooby question:
All I've got is paint, so before I go out and buy Paint Shop Pro Photo X2, or what have you, I'd like to just ask: what do y'all use for your custom head mods?

I think that is possibly the funniest thing I have ever heard.
You don't need to get a brand spanking new copy of CS3 Extended from Adobe, you can get a fairly new version from eBay for a pretty decent price.
Speaking as someone with CS3 Extended, I have to thoroughly recommend its awesomeness. It is very pricey though; unless you have friends in the right places like my dad ;)
Photoshop Elements is not free, it's a stripped down version of Photoshop designed for folks who aren't professional graphics artists. Photoshop elements costs about $100.
Personally I would strongly recommend against Elements myself, if you can get your hands on Photoshop CS2 - I would suggest that.
