Didn't Envida make a mod that added something to those rooms?

Yes, Envidas Khoonda Lost Rooms Mod. DAP makes use of these rooms too.

It was probably cut content that Obsidian was going to impliment but just forgot

I used the whereami armband to take a look inside and have to say i was a bit dissapointed that they where that empty.

Envidas I don't know where to get but the DAP is the Source's Holowan Consortium mod you can find it on filefront and at LucasFiles
