Make sure you're downloading it from here:

The download page link is at the top right corner. From there, you'll see a link on the page to download. :)

Any other site that "hosts" the KotOR Tool (without Fred's permission) gets an anti-leeching link ;)

Make sure you haven't turned off the HTTP_REFERER headers in your browser (or run some "internet security" software that has done so). You get the Leech message if you try to download without having the proper Referer header set indicating you came from the KotorTool site. This is done to prevent other sites from direct-linking to the files, as far as I am aware.
