there are a few different sites, one of the most common used is

http://www.lucasfiles.com/) there are some good mods here, or there is
http://knightsoftheoldrepublic.filefront.com/) which i find allot of good mods there.
The best ones depend on your point of view. What is it you like?
Do you want powerful weapons? More sidequests? Do you want to convert your party members to Jedi or change their alignment?
Do you typically play LS, DS, male or female? Some mods are customized to only a certain style of play.
Naturally my mods are the worst, avoid them at all costs ;), now honestly, to ask people to tell you which mods are the best, right now is feasibly impossible due to the sheer number of high quality mods and varying type of mods that have been released. Start digging :)
