I haven't been able to find a program that compiles nss files into ncs,
or maybe it's decompile, i tried the hazard thing, it didn't work for me,
not sure how to get this to work.
Edit: Open up notepad, type in any script thing, save it as .nss
And compile it with kotor's text editor, it should compile the .nss file
to the .ncs extension.

Most of the basic modding questions you will have are answered there. Sorry but you have 4 topics going currently that at least 3 of which can be answered by looking at the available tutorials.
What is the script you are trying to compile? What happens when you try to compile a script? Does the compiler outputs an error message?
I was able to compile it with the kotor tool, you type some stuff
into a notepad, and save it as an .nss
And then you compile it as an .ncs with the kotor tool.
But thank you guy's for the helpful suggestions, people at this forum
are great, and very helpful, especially the moderators and the
administrators.
