Each square mile of a plot is divided into 36 smaller plots. 4 plots go to revolutionary war veterans, 1 plot goes to education. If waterways are open to all, no slaves, freedom of religion, if there are 60,000 people you can apply for statehoot. If there are 3,ooo free white men who own land, you can apply for township.
