Is it possible to move the level cap in either game?

You can lower it by setting the xp column (which sets how much XP you need to reach that particular level) in exptable.2da to 0xFFFFFFFF, but I don't think you can raise it above 20 in KotOR1 and 50 in TSL.

As far as I recall, that's correct.

Now... if I remember right, you *can* alter someone's level above those limits with a save editor, but there'd really be no point in doing so and it also caused some problems IIRC. But yeah, last I knew (which was admittedly a while back) the actual upper level cap was hard-coded someplace within the exe files and not something we could change without compiling a hacked version of the .exe -which is generally considered a rather naughty (not to mention rather dificult) thing to do.

Now.. One thing you CAN do however that should work just fine.. use KSE and edit the most recent save, and reset whoever's level you want to be able to get more to 1 in any class(es) they have, and you MIGHT need to also reset their experience points to where they would be at that point.

The game engine will then treat them as if they were level 1 for advancement purposes, but they'd still keep all the attributes, skills, feats, etc that they had, so they'd effectively be level 20 or 50 or whatever and could then continue to progress from there.

So unless I'm completely mistaken and remember wrong, it's SEMI-possible, depending on what exactly you were hoping to gain from additional levels at any rate. :)
