An OPT is the formermly mysterios format that LECs X-WIng Vs TIE & X-Wing Alliance games came in. The OPT in itself is the "Picture" files, or literally the 3D images that you see in the game. Someone finally cracked it in 1996(?), and now several people have made veiwers and editors.
To get them, simply go to the links forum, and shop away.
To install them, you have two choices: the 1st involves overwriting a existing OPT.
1. Find the OPT you want to replace, carefuly note it's name.
2. Delete it, then rename your new OPT to match the old ones name.
3. Put it in your FlightModels directory, and have fun with it!
The 2, is much easier in my opinion.
Go get a BinHex editor, or MXvTED.

I think that Shipset Laucnher, 2000 is similer to Jedi Knights Patch Commander.
I don't know what a TOD is. Sorry.
To make missions, first you need a misssion editor. In the archives of this site, you can find two: ALLiED, and New Horizons.
Ignore New Horizons for now, and d/load ALLiED.
To learn about missions, load up mission one, and compare the variabl;es in there to what happened.
It takes practice. Most of my missions are total disasters. You'll learn.
