I went to pcgamemods today and saw the tutorial on how to move objects from JO to KOTOR so what is the reason why we cant move objects from TSL to KOTOR?

Because we are not permitted to port things from one game to another, technically you arnt alloud to move them from JO to Kotor, however if you do not put the files up for downloading you wont have a problem. Another reason we cant port from kotor to tsl or tsl to kotor is because of the format difference. cchargin and fred know more on that than me but that is the basic reason other than the legality of it all.

Please also keep in mind that even though KotOR/TSL modders are closely tied to PCGM, LucasForums is not. LucasForums & PCGM are owned by completely separate individuals and the rules of one site may not be the same on the other site.

Even with that said, porting a games resources from one game to another game with the intent to release the work publicly is very illegal. However that tutorial was not aimed at porting resources from JO, but rather other modders mods for the users own personal use.
