I'm playing Jedi Outcast for the first time, but I always get captured at that level where they can turn on the alarm system.
What do I have to do, and does "notarget" work to make them not turning on the alarm?

Well, notarget means enemies ignore you, so the alarm won't go off. If you don't know what to do, use noclip to explore through locked doors and things like that.
