is there a way to get the space suit through the kse or the cheat command?

As I know, the space suit .uti is not a global item template, meaning it cannot be acquired via the cheat console.
You can put lev40_spacesuit.uti from the module 103per into Override (or download it here: http://sikon.nm.ru/lev40_spacesuit.uti), then type giveitem lev40_spacesuit, but, of course, you cannot put it on.
