During gameplay, I can't hear any voices from any of the characters, but all the other songs/sound effects work. The character voices only turn on during the "movie" sequences.

Did you turn the voices volume all the way down accidentally in the game's sound settings screen?

Try disabling or enabling hardware accelerated sound (EAX). That can make or break sound depending on your sound card's modern..ness.
