Ok I know if seen a program that allows you t odetect if other players are using hacks but I don't recall what it was or were. Anyone know what the heck it is I'm talkin bout and where I can find it?

It's called spectator mode and it's part of the game.

Yeah spectator mode is best for checking if that player is using hacks. I always do that in CS whenever i suspect someone of hacking ;)
