Does anyone know I might be able to upload this (http://forum.purga.ru/customavatars/avatar13056_0.gif) as my avatar? I know how to change avatars, but for some reason I can't.

you should be able to upload that , Just go into your CP Edit Options and the changes avatar will be at the bottom.

I've already tried to, and I tried again. I got the message: Error - cannot find an image at the specified URL. Please make sure that you have entered a valid URL.

Download the image to your drive then upload it by using the "Browse" feature.

The server may have "hot links" disabled so it won't allow any bots are other persons link to the image and steal bandwidth :)
