ahh, the age old problem of lack of funding. unfortunately, i know enough about it to have a fairly well paying job. (no implications intended ;) )
anyway, if your going to get a pci video card, all of them cost less than $100 these days (unless you live in canada). nvidia offers a couple in their fx series. i think they range from the fx5200 to the fx5600. ati offers the radeon 9200se and the 9600se. according to benchmarks, both offer about the same performance, with a slight edge going to the radeons. either way, you're in good shape since they'll run almost any game much faster than your integrated chipset.
i would recommend the older geforce 4 series of cards, but from the way you tell it, you don't have an agp slot available. hopefully, you won't get scrubbed out again on your next system.

edit: i stand corrected. i even found a pci video card that costs more than $150!! oh well, check out this site for pci video cards (the prices are generally really good. i use them all the time.)
