In SP: Type helpusobi 1 into the console before you try any cheats. In MP, load the map with devmap mapname, replacing mapname with the particular map you want to play.

The server you play on must have cheats activated in order for you to use them. You use the correct cheat code but the server was letting you know it was not setup for cheats.
