Here's what I had to do:

1. I used blaster fire on the 4 (total) gunboats to up accuracy -- don't know why clusters made it drop?????
2. Don't wait for Kael, go straight to Vedd's location to take out a total of 5 ships. Then when he says "droid ships are in the area" book back to Kael to catch the 4 droid ships tailing him. If you're not fast enough he'll shoot one down and you'll miss plat.
3. After saving Kael's butt, beat him to the gunboat on the "side" -- need to KNOW where it is. Then, zoom back to Vedd to take out the final 2 bombers.

I am now a Captain.
