Do only the staff become promoted beyond Flight Leader. Just wondering. Plus you should do it. follow through the ranks in the game.

Yep, that's as far as you go. Only mods and Admins have a higher rank. It's been talked about before, multiple ranks, but I'm sure the UBB doesn't support it.
