Yeah you can set up a game it's called hosting. (no you don't have to join a clan.

yeh clan is a community thing, youcan set up your own game

All games on Xbox live will give you the option of hosting your own game, and then when you're hosting you will almost always have the option to invite players that are on your friends list. Just make sure that your friends Gamertags are on your friends list and they're online and then you can invite them into your game and you guys can play :D
