is it possible to Verticly spawn lets say.. Weapons on a gun rack.. or the such..

if so.. please explain as simply as possible.. im still a bit noobish on making the maps

Well, it only works for Single Player:

Put a misc_model_gunrack on the wall (you will need to rotate it to the angle you need it, [press N and click an angle])

Then, press N, and click what guns/healthpacks or whatever you want in there.. only certains guns go in though, like E-11s, RocketLaunchers, Repeaters... etc)
