Is it possible to make a carbon program that could run Dark Forces files with out needing to have the source code?

I'm not sure what you mean - Dark Forces runs great under Classic, so you can easily play the game, and any associated mods.

What is it you're looking to do?

I mean is it possible to make a carbon program with added things like open gl and make so it isn't super fast.

Remember that the OS X tools are just a gcc compiler, and therefore without the DF source all your carbonized program would be is a glorified launcher for Classic and DF.
