Which programs do you use to make new textures or edit them?

I am kind of at a loss now with my other mod, since my other computer got wiped out:( Oh well lol ill half to start from scratch again. But what is a good program to use to edit textures or to make new ones?

Well I use paint shop pro 8. Its not as good as photoshop but its free.

Thank you!:D A couple of things: 1: Is there anyway to have the people of taris or the sith there start attacking you? and can photoshop work with windows 98? thanks again everyone:)

unless you plan to use it to make $, photoshop is overkill, but yes it should work with win98. version 5 does anyways although they're up to version 8 now (they call it "cs" but its version 8) so that might not necessarily be true anymore...

The free trial used to be nag-only which is why you could say it's free. I have no idea whether that's still true with the current version.
