I don't know how to program but in order to make a mod do you have to program code into it? Which is a good mod maker to use?

KotOR does not have a toolset program like NWN that makes mod making very easy. Modding in KotOR needs more than just one program and will require a good bit understanding of the database as well scripting of the game. To get started, you can download Kotor_Tool listed on a sticky thread in this forum. That might get you started.

Also, due to the nature of the game engine, it depends greatly on just what you wish to acomplish as to what exactly is required.

Some changes will require scripting work, while others can be done with simple changes to the 2da files (which can be worked with as if they were simple text fields with the proper editor or decompiler), and others of course such as reskins and the like are a simple matter of placing a replacement graphic image in the override folder.

There's many threads running that would give some ideas as to what has to be done for various effects. Reading through those might give you some idea as to what you're up against. :)
