Talking about "normal" cutscenes, I assume you don't mean the ones that use the game engine and models?

In that case, you need to compile images into a ROQ file... which isn't the easiest thing to do.

Look around on the JO Mapping forums, I know there was talk about making the scrolling text for custom maps and such.
