She cast wave when he was in low health, but blue (ready to talk). This froze him, and stopped him from getting into his, end of life routine. Because he cant talk, you can't select the option to kill him (hes always a blue character).

Since you cant kill him or get him to move from his frozen state, Juhani, stays in the "Angry" state for the rest of the game....you can't ask her questions or anything....all you get is just....my Cather blood seeths....
