I can't get the black gear to move, which means the clock won't move, which means when I pull the lever the gate won't open.

Hi Mike,
I think you mean the gear under the clock. You have to pull a stone block with a circular gear mounted on top of it toward the center of the room until it's lined up with the cone-shaped gear attached to the large circular gear. Opposite the entrance to the gear room is an exit. Follow it down a ladder to an overlook above the power room. It is the meaning that you get the waterwheel working by push a block at the end of the shaft next to the wall towards the water to engage the power. I hope this was the place in the game where you're stuck.
