push or pull a stone (gear) out against the door you want to open...leave the other 3 stones in the inner or outer ring (inner ring will move clockwise, outer ring moves counter-clockwise)...go up one level (use elevator)...push the second control until 3 stones are lined up in front of the door...then push first control (round one)to rotate statue which opens door. Don't forget to pick up the mirror...I think it is behind the fish door.
