Do I use my lighter? Putting the plant near a lantern or lighter or outside didn't work, I'm very confused, please help ASAP!

Put the plant back on the ornate pedstal. Climb back up onto the ledge above it. Use your whip on the bar above the pedstal, and you'll land on a ledge that will automatically open the window.
After that, you'll be well on your way to encountering a rather large, cold creature.
