Well, if you have an extra box you could code your mod on Linux, and test it on the Linux box by running it as a dedicated server and connecting to it with your Windows box.

There's people around who are trying to get DevC++ to compile the DLLs correctly, which would be an awesome feat, but nobody has done it yet. DevC++ is Free, and I can testify to it's usability.
